 The webbing itself is made of very heavy-duty straps, which are woven through the corresponding straps on the base piece of equipment, and fastened off. Besides being used on much modern military surplus equipment, it is also increasingly being used on consumer camping gear. Various other things can be woven through these straps as well, offering infinite ways to customize one's system.
 One of the nice things about PALS/MOLLE webbing, is that you can change your rig or bag any time you want, based on what you're doing, what you're carrying, and for how long. It is not suited for quick attachment and removal, but that is because it is designed to be load-bearing under stress.
